Congressional Investigations
Led by former federal prosecutor and U.S. District Judge Stephen G. Larson, former National Security Advisor and Ambassador Robert C. O’Brien and Washington, D.C. partner and long-time Beltway insider Robert F. Ruyak, our Congressional Investigations team brings deep familiarity with regulatory processes, trial-focused advocacy, and trusted relationships with current federal leadership and policymakers on both sides of the aisle.
Our team includes former federal prosecutors and defenders who understand the government’s strategy, goals, and practices. We have extensive experience preparing high-profile former and sitting officials for testimony in state and federal proceedings as well as representing individuals and organizations in a variety of government investigations and prosecutions, including:
- Senior federal officials, including members of the U.S. House of Representatives and U.S. Senate, Presidential Cabinet members, senior White House leadership including two National Security Advisors, U.S. Ambassadors, and special Presidential envoys
- Senior state and foreign government officials, including governors, state legislators, and former members of foreign governments, including the United Kingdom’s House of Commons and House of Lords
- Representation of public officials in all stages of Congressional hearings and inquiries, responses to Congressional and federal and state grand jury subpoenas, and related investigative proceedings
- Defense of public officials in high‑stakes public corruption, perjury, false claims, and related criminal investigations and prosecutions
- Representation of domestic and international individuals, companies, and nonprofit organizations in administrative, regulatory, and criminal matters involving the DOJ, SEC, FTC, OFAC, and FARA
- Secured a complete acquittal in the “largest public‑corruption prosecution” in California history
Responding to a congressional inquiry calls for strategic preparation and thoughtful navigation of a complex, fast-moving process that can have legal, political, economic, and reputational consequences. Media scrutiny and shifting political dynamics demand rapid response, foresight, experience, and the ability to balance public and private concerns.
Our Congressional Investigations team helps clients confront congressional inquiries and similar proceedings with confidence – anticipating developments, managing public opinion, and navigating political tensions to respond effectively, mitigate risk, and minimize exposure.
