During an April 1, 2026 meeting, Stephen, representing the City of San Bernardino, summarized the investigation that led to the City Council’s reprimand. Allegations against Ortiz include lying about her criminal history, recording private meetings without consent, and impersonating a police officer in a phone call to the state Department of Justice. “Every investigation came back with the same conclusion,” Stephen said during his presentation. “Instead of accepting the truth, she perpetuated this false narrative.”
